Captain Jeffrey S. Paul began his career in law enforcement with the Morristown Bureau of Police in December 1979 and served as a Communications Officer. Captain Paul served in that capacity until May 1983, at which time he was hired by the Morristown Bureau of Police as a Patrol Officer. After completing basic training, he served in the Patrol Division where he became specialized in the area of Advanced Accident Investigation and also served as the Department Emergency Medical Technician within the Departments Traffic Safety Division. Captain Paul also served in the Neighborhood Patrol Unit and was responsible for patrolling the public housing area, interacting with the residents and community groups.
In September of 1986 through December of 1989, Captain Paul was assigned to the Morris County Prosecutors Office, Special Enforcement Unit (Narcotics Task Force). During this assignment, his duties included undercover and surface narcotics, gambling and prostitution investigations. Building on this experience, in December of 1989 through March of 1994, he was assigned to the Detective Bureau of the Morristown Bureau of Police where he was responsible for the investigation of criminal activity. Captain Paul was designated as the departments Narcotic Officer. His duties at that time included joint coordination of all undercover narcotic investigations for the Morristown Bureau of Police with the Morris County Prosecutors Office, Special Enforcement Unit-Narcotic Task Force. This assignment also afforded Captain Paul the opportunity to present in-service training programs dealing with narcotics enforcement, undercover operations, interview and interrogation and narcotic identification.
In March of 1994 through April of 1996, Captain Paul was chosen to serve as the Administrative Assistant to the Chief of Police for the Morristown Bureau of Police. Captain Paul worked on internal affairs investigations, special and confidential investigations and served as the departments spokesperson managing media relations. In addition, he was responsible for background investigations of prospective new hires and served as a member of the interview panel and managed the departments Drug Forfeiture account.
In April of 1996, Captain Paul joined the Morris County Prosecutors Office where he served as Sergeant of County Investigators and was assigned to the Special Enforcement Section. The focus of his assignment involved the management of the Special Enforcement Unit; which was responsible for the investigation of narcotics, gambling and prostitution related investigations. Captain Paul was designated as the Commander of the Tactical Narcotic Team. Additionally, he served in the Economic Crime Section and managed the Drug Forfeiture Program, as well as the Technical Operations Function.
In March of 2002, Captain Paul was asked to serve in the capacity of Executive Assistant to the Chief of Investigations for the Morris County Prosecutors Office. In this capacity, he worked on special investigations at the direction of the Chief of Investigations, major media events and public relations; i.e., public appearances and public presentations. In addition, he continued management of the Drug Forfeiture Program, and was responsible for the offices Grant Programs while assisting with the Budget and other financial and administrative programs within the prosecutors office.
Once promoted to Lieutenant in August of 2002, Captain Paul managed the Agency Grant Program, Major Incident Response Team and served as the liaison to the Morris County Sheriffs Emergency Response Team. In addition, his duties included supervision of the Family Division, Juvenile and Missing Persons Unit, Domestic Violence, Crimes against Retired and Elderly Unit (C.A.R.E.), Megans Law Unit, Weapons Return Unit and Bias Crimes Unit as well as the Morris County Search and Rescue Team.
In June of 2003, Lieutenant Paul commanded the Major Crimes Unit, Vehicular Homicide Unit, Polygraph Function, Arson and Environmental Crimes Unit, Sex Crimes and Child Endangerment Unit (Megans Law Unit). Lieutenant Paul continued to work on special investigations and special projects, as well as serving as the primary Public Information Officer; managing major media events. He became a certified Hazardous Materials Technician and was responsible for the management of the Weapons of Mass Destruction Assessment Team as well as the Major Incident Response Team and was responsible for Incident Command of Major Incidents and Responses from the Tactical Division.
In September 2004, Lieutenant Paul was promoted to Captain and he took command of the Special Enforcement Unit, and was responsible for the management and operations of the Narcotic and Fugitive Units. This was in addition to the command of the Major Crimes Unit and its subsections. Captain Paul has on many occasions qualified and testified as an expert witness in both the Municipal and Superior Courts in the area of Narcotics Enforcement and has taught courses on narcotic enforcement, electronic surveillance and major scene management throughout the State of New Jersey.
In September 2005, Captain Paul was reassigned to full-time duty to the Special Enforcement Unit and responsible for the management of both the Narcotic and Fugitive functions.
In November 2007, Prosecutor Robert A, Bianchi, Esq. and Chief William Schievella chose Captain Paul to serve as commander of the newly formed Morris County Prosecutors Office Intelligence Crime Task Force. He continues to command the Special Enforcement Unit, Fugitive Unit as well as the Burglary Crime Task Force. He is also responsible for the Major Incident Response Team, Hostage Negotiations, Homeland Security, Critical Infrastructure, Rapid Deployment Team and the Weapons of Mass Destruction Assessment Team. He serves as the agency representative to the Morris County Sheriffs Office Emergency Response Team. He is a certified instructor in all levels of the Incident Command System, and specializes in major scene management. Captain Paul serves as the primary spokesperson for Prosecutor Robert A. Bianchi, Esq. Captain Paul is a member of the Executive Board for the County Narcotics Commanders Association of New Jersey, and continues to remain a member of the Top Gun Faculty, where he assists with the management of the statewide training program.
Captain Paul has completed course work and received certification in numerous investigative, leadership and supervision programs throughout his career and has received certifications from Rutgers University, Rutgers Executive Institute and Penn State Universities.
Captain Paul is a 2006 graduate of the Federal Bureau of Investigation National Academy class # 224.
