Specialzed Crimes Unit

Fraud Unit

The Fraud Unit coordinates with municipal police departments on the majority of fraud cases. The Fraud Unit exclusively investigates and prosecutes complex cases of fraud that overburden the local resources. Types of cases handled by the Fraud Unit include contractor fraud, identity theft, bank securities, and embezzlement.


Insurance Fraud Unit

It is the responsibility of the Insurance Fraud Unit within this unit to work in conjunction with local, state (i.e. Office of Insurance Fraud Prosecutor) and federal law enforcement agencies along with insurance companies on investigations within the New Jersey Insurance Fraud Prevention Act (N.J.S.A. 17:33A-1 through 17:33A-15) as well as the New Jersey Code of Criminal Justice (Title 2C) specifically focusing on the crimes of thefts, forgeries, fraudulent practices and falsification in official matters. Professional Standards Unit

  • Monitors and/or conducts investigations involving criminal violations committed by elected and appointed officials as well as other public employees
  • Investigates violations of the Open Public Meetings Act
  • Investigates Election Law violations (Title 19)
  • Investigates certain violations of Title 40 and 40A
  • Conducts investigations which the Prosecutor and/or Chief of Investigations designate as sensitive and confidential, including internal affairs matters
  • Conducts background investigations on prospective employees

C.A.R.E./Bias Crimes Unit

It is the responsibility of the C.A.R.E. (Crimes Against the Retired/Elderly) Unit to place an emphasis on "senior targeted crimes" such as telemarketing frauds, deceptive contractors, utility impersonators/diversion burglaries, transient crime groups (i.e. gypsies, travelers), investment scams, sweetheart swindles, pigeon drops, bank examiner schemes, auto repair scams, home care aides/givers and identity thefts. The unit will provide the elderly population within Morris County with seminars/lectures/presentations touching on issues involving these senior targeted crimes as well as prevention steps/techniques to be utilized by the public.

It is the responsibility of the Bias Crimes Function to ensure that all Bias Incidents and Bias Crimes that occur within Morris County are properly investigated and reported to the New Jersey Attorney General's Office. The Bias Crimes function is also responsible for the training of municipal police departments and assisting them with their investigations when acts of bias occur.


Polygraph Function

It is the responsibility of the Polygraph Function within the office to assist the Morris County Prosecutor's Office staff (investigative and legal) and all law enforcement agencies (federal, state, county and municipal) in investigating all types of crimes. In addition, upon request, the Polygraph Function will be available to the Courts of Morris County for court stipulated purposes in criminal matters.
